Back Story on this project.  DNA conducted a Soil Survey on the project after the project started.  The results found that the contract could have a $850 K deduction based on the soils report.  The State took the deduction and split it with the Contractor.  The Contractor got a $425 K payment for the contract.  DNA survey cost was less than $10 K.  Netting $415 K to the Contractor,  I would say that was a nice return for the Contractor and the State.  We like saving everybody money.  Keep me in mind if you need environmental testing work.
